Workforce Development Update |
Ms. Gilders
presented a quarterly newsletter. Dairy Queen opened Monday. We
processed 258 applications and 52 were hired. 522 persons used
the resource room on 943 different occasions. Commissioner Short
asked what kind of assistance we provided. Most of the
assistance was for job orders.

Ms. Anita Smith presented the results of the most recent audit
by ODJFS. The state recognized the cooperation we have with the
business sector as a "best practices", The one stop system is
operating very well. A few ideas were presented to strengthen
the youth portion. The State is overall well pleased with
standardization of forms we have among all four counties.
Commissioner Short asked about the youth we are assisting. The
age is 14-21. Most of the goals are occupation skills. Not every
one should have the same goals. Each person is different.

Mr. Short reported
that Black Swamp is the best organization for 2007. This most
likely will be the final year of the program. Mr. Genter asked
why the idea was that the Board was against farmland
preservation. That was not at all the discussion. Mr. Short
stated he need more time to research the topic. Mr. Genter
stated that this needs to be tied right to planning. Mr. Short
again stated that Black Swamp has the resources to handle the
issues for 2007. Mr. Genter stated that he likes the ides that
Fulton county can handle this in the future. Commissioner
Barnaby made the motion and Commissioner Short seconded the
motion. Commissioner Short asked Mr. Barnaby for a copy of
all the applications since 2002 and a copy of all the easements
that Black Swamp holds. Mr. Barnaby said we have a resolution to
not have them in 2002. Commissioner Short said he will be happy
to contact Black Swamp. The request is better addressed to the
State of Ohio. Commissioner Short will follow up. The motion
carried 2 to 1. Commissioner Genter voted no, because he
thinks it should be in Fulton county. |

Bob Hartman -
EMS/EMA Department Update |
Mr. Hartman
presented the payments of the $100 runs per community for 2006.
Commissioner Genter asked if the contracts for 2007 have been
sent out. County Administrator Hall indicated they have. About
1/3 have been signed and returned. Mr. Hartman went through 1st
quarter numbers of runs and billings. Mr. Hartman stated that he
believes we are on track for this year. Commissioner Genter
asked about electronic run reporting. Mr. Hartman stated that
the have found that laptops may not be required to use this
system. Run reports have been done either at the hospital and or
the stations. This program should be fully implemented this
year. Commissioner Barnaby found it interesting that Sat. and
Sun. were the lightest days, and that population group assisted
the most is the senior population.
Mr. Hartman stated that a number of cases have been turned over
to the Prosecutor. There are 15 cases that the prosecutor's
office has not been able to find the individual. 1 is a county
resident and 14 are non-residents. Mr. Hartman will make a list
of the 15 and the Commissioners will review. 3 cases have
verified that they are eligible for cost reduction due to
financial poverty levels. Commissioner Barnaby made the motion
Resolution 2007-329 and Commissioner Short
seconded the motion. to approve the forgiveness of these 3
cases. Motion carried unanimously. Commissioner Barnaby made the
motion Resolution 2007-330 and Commissioner Short
seconded the motion. to approve the forgiveness of these 1
bankruptcy case. Motion carried unanimously. Commissioner Genter
made the motion and Commissioner Barnaby seconded the motion.
Resolution 2007-331 to approve the forgiveness of 1
case of the V.A. Motion carried unanimously.
The update on Life pack 12 lease price is higher than the
outright purchase. Commissioner Genter asked about a strategy
for replacement of these units down the road. Mr. Hartman said
that the logical steps will be staggering them by station.
Mr. Hartman discussed ambulance issues as it related to the Fire
in downtown Wauseon. The EOC should have been opened up. We did
receive the services we needed however. Commissioner Short asked
about BLS runs out of county into Lucas County. Mr. Hartman
stated that no agreement has been reached. Commissioner Short
stated that he wants to bill for these runs. Mr. Hartman asked
who he wants to bill, County, Township, resident? The logical
choice will be the resident. Commissioner Genter would like to
see a copy of the contract between Swanton township and the
village. |

Commissioners of Fulton County, Ohio, will hold an Executive
Session, to begin at 11:02 a.m. to discuss the purchase of
property for public purposes, where an early disclosure of
information would give an unfair competitive or bargaining
advantage to a person whose personal, private interest is
