Elmira/Burlington Sewer Update |
Sanitary
Engineer Musallam stated the project
has reached substantial completion on March 28, 2007.
Certificate was sent to the contractor. Hook-ups by residents
can now begin. The residents will have 6 months to comply. The
sewer rates will have two components. Minimum rate charge of
$24.00 per month and the second is actual sewer usage. Est. is
$18.00 per month in addition to the minimum rate charge. Those
properties with water meters will be actual calculations. Those
without will be estimated.
Bills will be semi-annual on the property tax bill. Rates are
set in November and collected the next January. There is a
public forum tonight to discuss these items with residents.
Lingvai Excavating Final Completion
Extension Request until June 8, 2007. Commissioner
Genter made the motion
Resolution 2007-316 and Commissioner Short seconded the
motion. Motion carried unanimously to grant the request. |

Asst. County
Engineer Rod Creager discussed
possible changes to the plans. The Property owner is in
agreement to have the 30 trees removed. Mr.
Creager handed out revised tentative assessment
calculations. The next step will be to hold a public hearing on
the proposed project. Commissioner Barnaby made the motion
Resolution 2007-317 and Commissioner Short seconded
the motion. Motion carried unanimously to hold the Hearing. It
will be held on June 7th at 10:00 a.m. |

Black Swamp
Agricultural Easement Purchase Program (AEPP) |
Kevin Joyce
from Black Swamp was present to bring forward several
applications. This is a competitive application process to
receive a grant from the state of Ohio. One of the issues is to
make sure that they are not inconsistent with land use plans.
This is the last year of the program. There is support to renew
the clean Ohio program. The commissioners were asked to approve
a resolution of support. Commissioner Barnaby moved to approve,
Commissioner Short asked for more discussion. Mr. Short asked if
the easements can be held by regional planning commission. Mr.
Joyce explained that it is exactly what Black Swamp does. Mr.
Short agreed, but again questioned why the county would not hold
the easements. Mr. Barnaby stated that in 2001 the Commissioners
voted not to do that. Mr. Short asked if the RPC would be
interested in holding the easements. The deadline on the
applications is 6/1/2007. Commissioner
Genter agreed with Mr. Short to explore the option. RPC
does some support work, but Black Swamp is the historic lead.
Commissioner Short made the motion Resolution 2007-318
and Commissioner Genter seconded
the motion. to table the request
until April 26, 2007. The motion carried 2 to 1. Commissioner
Barnaby voted no. |
