Discuss staffing assignments at the dog pound and in maintenance departments

Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously to employ part-time positon as carpenter. Resolution 2007-303.

The board discussed a possible solution to assist in the Dog pound department. Mr. Andy Votava explained a prt-time intermitent schedule up to 1,000 hours in a year. The board discussed the need for residents to purchase the tag as required by law. We are now checking on 400 tags that were not renewed. Commissioner Genter made the motion and Commissioner Short seconded the motion. Motion carried unanimously to employ part-time positon as assistant part-time intermittent dog warden. Resolution 2007-304.

Bob Hartman - EMS EMA Director

Bob Hartman - EMS EMA Director was present to update the board on the weekend fire in Downtown Wauseon. Mr. Hartman stated that Red Cross was remarkable. EOC most likely should have been opened. Even without that, resources came together. Media coverage was good. Debris removal is an issue. A fire of this size causes different steps than would otherwise be needed. Health Department, Ohio EPA, State Fire Marshall and the City of Wauseon all agreed to place it on a concrete slab to be sorted and properly disposed of. Run-off and blowing debris is always a concern. The site is now fenced. There is more clean-up to be done. For the size of the issue, we all did the best we could do. Railroad crossing is an issue, and is something we should work with them to improve. The City remains on a boil advisory. Commissioner Genter again expressed a thank-you to all emergency responders.

Mr. Arnold started the presentation. Wind power will produce 5% of the nation's electricity. That's $60 billion in capital investment. U.S.wind potential is over 10.7 trillion kWh/year - That's more than twice the electricity produced in the United States

Construct Good Access Drive
Outside FAA Restricted Zones
Close Proximity to Electric Transmission Infrastructure
750 Feet from Public Roads
400 Feet from any Property Line
1,000 Feet from Existing Buildings.
800 Feet Between Turbines.

A cluster of turbines on 300 acres of land is ideal. More turbines equals lower cost per unit.
Smaller sites adjacent to power lines are possible. These sites could help lower interconnection costs.
Preferred sites are large farm fields and areas open to SW prevailing winds.

Factors that could eliminate site are:
Tall Structures, Woodlots, Sensitive Wetlands, Wildlife Habitat

Reasons for Concern
Birds collide with rotating blades, Hit the tower directly, Fly into guy wires,
Attracted to lights, Migration patterns...
Endangered Species Act - Birds are not the only wildlife affected.
Butterflies & Bats - No hibernacula in this area.

Basic Lease Issues
The lessor will probably own the turbines.
Landowner paid on a yearly basis for the land occupied by the turbines
Lessor responsible for maintaining turbines and repairing land after construction; return land to original condition after turbine decommission.
Landowner will allow access to lessor for repairs and maintenance at all times;
access road will be 20 ft wide.
Landowner can still use the land around the turbine.
Beside lease payments, negotiate royalty provisions...

Ohio laws defining dedicated electric utility service areas prohibit "free electricity" provisions...
Turbines are used to supply intermediate and peak load capacities - Don't rely on turbines supply total energy needs.

Community Meetings Insights and Results
Community meetings on local wind turbine development are being held. Most develop this way...
A wind developer makes personal, on farm contacts with selected residents.
Info is shared with neighbors, township trustees and/or county commissioners.

Residents and local officials ask for independent, authoritative information and resources - Farm Bureau, ODOD, PUCO, OSUE and Green Energy Ohio (GEO)
Information meetings are held in local neighborhoods - everyone is invited.
Follow-up assistance is given upon request.

Insights Gained

Less land is required for wind turbine development than residents first realize.

Residents - Take a cooperative approach; involve all neighbors, regardless if they have a lease offer or not.

Leadership - Many appoint respected community leaders as spokespersons.
Government - Township Trustees have been very supportive…

Wind Developers - Open and supportive; many attend community meetings to answer questions and work with local leaders to address concerns.

All have been very open on the tax benefits to the county and local communities.

Many groups go to Bowling Green to investigate impact of wind turbine activity on the community.
Local residents have little, if any, problems with wind turbine activity.
Open, rural areas highlighted.

Ohio is second only to California in wind turbine manufacturing capacity…
Potential to impact:
1045 different businesses
employing 80,511 people
generating $5.56 billion
in economic activity.

Oversize Transport Required & Railway Access is Preferred

Mr. Arnold wrapped up the presentation and opened the floor for questions. Are there size limits for utility scale. The answer is yes, but there are issues.

These are utility infrastructure items, and are non-zoned issues. Open meetings help, but there is not a public hearing requirement.

Installation costs with the unit is $1.9 million dollars per megawatt.
Pay back in B.G. is 14yrs. This plan was started by Municipal power company.

Energy independence is a myth. Energy interdependence is viable.
