Ziad Musallam, Fulton County Sanitary Engineer - Present
Sanitary Sewer Petition |
Mr. Musallam stated this petitioner, Mr.
Clemenson, is the owner of a mobile home park in Fayette. He has
been requested by the EPA to update his current system. This
property is outside the village limits so he does have to apply
through the county in order to tap into the system.
Mr. Musallam pointed out as a reminder that there is a potential
of 16 users. The petitioner is also interested in applying for
CDBG dollars. Mr.Burkhard has been made aware of the request.
The EPA has agreed that a forced main system would be
acceptable.
Tom Spiess, Village of Fayette, said that the village would
probably accept it but they are in the process of a capacity
study right now, which could affect timing. Mr. Musallam said
the EPA has given the petitioner a timeline. Dollars for the
project have been estimated by someone hired by the petitioner
as a private project.
Mr. Musallam's recommendation is such that he needs some
direction from the Commissioners on how to proceed. Commissioner
Graf asked if he had discussed with the petitioner that doing it
privately with his own system would be cheaper. Mr. Musallam
said that he had. Commissioner Genter said it looks like the
cart has been put before the horse at this point. The Village of
Fayette would need to provide preliminary information and
acceptance before the Commissioners look at making any
recommendation or taking any action.
Mr. Musallam will proceed after getting this needed information
from the Village of Fayette. Commissioner Graf stressed that he
should talk more to the petitioner about doing it himself - it
would be much more beneficial and cheaper. |

Commissioner Graf opened the hearing and
explained that this is a continued hearing due to part of the
project being done privately.
Rod Creager showed work done on the project so far. Everything
was done except the culvert to be put in on Keil's (formerly
Elton's) and that was not changed. Also the re-seeding of the
berms was not done. The ditch being relocated was not done with
either. Mr. Creager revised the plan to accommodate these items.
Revised assessment was provided.
The petition is still in place and Mr. Creager suggested
continuing the final hearing. Notification to the property
owners of the changes will have to take place.
