Ziad Musallam, Fulton County Sanitary Engineer - Update
on Elmira/Burlington Sanitary Sewer Project |
Mr. Musallam reported the project is going well.
They are presently ahead of schedule with two crews working.
There have been no complaints to speak of to date. He expects
the gravity sewer portion to be completed by mid-January. |

Ziad Musallam - Discuss Technical Service Assistance
Service Agreement with the Village of Lyons
|
Mr. Musallam said there is presently a technical
assistance agreement with the Village of Lyons, including
engineering services and the certified operator for the water
system consisting of approximately 20 hours monthly. He
indicated that more and more of his time is required for county
business and that he has spoke with the village regarding the
possible termination of this agreement. Mr. Musallam said he has
been taking this work home with him as he does not have the time
to do it during the day. The village will be discussing this
possibility tonight.
Commissioner Graf asked if they could think about this and
address the issue again Thursday. Mr. Musallam agreed. |

Review Correspondence from Ohio EPA regarding Fulton County
Landfill

Concerns of leaking are again being expressed by
the EPA - they want us to be pumping more. Mr. Musallam said
there is no money so there is no pumping right now. It will be
at a less cost once the county can haul to Pettisville (no
permit right now) but funding is a big issue. Mr. Hall said this
will require a transfer of cash to fund the pumping.
Commissioner Genter said that pushing to obtain that permit from
the EPA to haul to Pettisville should be a priority.
Mr. Hall said they would estimate how much money will be needed
and do a transfer. |

Melanie Gilders - Workforce Development Department Update |
Anita Smith was present for the discussion as
well.
Ms. Gilders reported their new workforce meeting will be Nov.
17.
ConAgra - still in negotiations with another meeting scheduled
for Nov. 7. Workshops are being held this week for resume
writing etc.
New project out of Lucas Co. - Steps to Hope, that provides
services for drug and alcohol programs. The referral process is
simple.
Ms. Smith asked Commissioner Graf if he had any information from
the Governor's Workforce Policy Board. Commissioner Graf
replied, nothing more than he had already reported to them.
Use of the Senior Center 16-passenger van was questioned for
transportation for students in the Opportunity School (summers).
A CDL is required. Mr. Hall suggested moving forward with the
countywide transportation program. Commissioner Graf questioned
ESC using their buses for this purpose. |
