Ziad Musallam, Fulton County Sanitary Engineer - Continue
Discussion on Technical Service Assistance Service Agreement
with the Village of Lyons

Mr. Musallam said that he has agreed to stay
with the village until they find a certified operator.
Commissioner Graf expressed his opinion that it would be great
if all the villages could get together and accomplish this
because on their own, the village can't afford it. A resolution
will be prepared for Monday's agenda to terminate the agreement.
The letter presented by Mr. Musallam this morning was signed by
the board. |

Melanie Gilders and Melissa Andrews, Workforce
Development -Department Update |
Ms. Gilders reported on the Injectronics closing
their Wauseon plant. Job loss is expected to be around 140. She
will be verifying the closure date in a meeting with them soon.
A job fair is planned by ConAgra for their employees.
Ms. Gilders reported the resource room being used on an average
of 228 times per month.
Unemployment Claimants per month and broken down by village was
reported for the Commissioners.
Spending has been changed for the adult dislocated worker so
that funds will not have to be sent back to the State.
In closing Ms. Gilders presented a letter of appreciation from a
person who used the services and was successful in his training.
He is now employed in the field he trained for. |

Mr. Hall asked the Board if they are ready to discuss the
recycling program further. |
Discussions are ongoing about this program.
Judge Robinson stopped in and gave input at the request of Mr.
Hall. Judge Robinson suggested contacting from Mayor Matheny or
Dennis Richardson. Mr. Hall said that Mr. Matheny is on the
Triangular board right now and he has had conversation with him.
Judge Robinson said that he uses community service in all
sentencing that he can. He would like to expand on this type of
program.
Joe Short said that he had spoken earlier with the Judge
regarding his budget...the average hourly wage will decrease as
a direct result of a change in duties of the chief clerk. Video
arraignment will also be utilized.
Judge Robinson said in closing that he wants to be a team player
and will work with the Board in any way he can. He does not mind
his decisions being challenged.
Going back to the community service discussion, Commissioner
Graf asked how many people they could count on daily. Judge
Robinson said that in an everage week 20 people get sentenced
and about 16 of those would be with community service - maybe an
average of 2 a day.
Mr. Hall said that in his discussions with Brenda Oyer, she
suggested a multi-year lease. Mr. Hall does not want to go that
route. Moving the equipment to Ottokee would create a few
problems. We need to do a revised proposal that would
counter-offer Triangular's. Commissioner Graf's concern is that
there is more work than they can accomplish. Commissioner Genter
added there is a competition issue and the problem with that is
that it is in-house. Commissioner Genter then asked if we go
back to a labor contract. Mr. Hall said an issue that still
needs to addressed and yesterday will be soon enough. |
