9:02:24 AM	Review 2006 County Auction Summary
9:03:12 AM	Review Prosecutor's Opinion regarding Enforcement of Past Special Assessments for Sewer Usage Resolution 2006-776	The county has the ability to collect back assessments...some of these taps were installed approximately 7 years ago but the county can only go back 5 years on the collection, unless there was a change in possession. Mr. Musallam is looking for a direction from the Commissioners. The decision of the Board is to go back 2 years....Commissioner Genter made the motion and Commissioner Graf seconded the motion. Motion carried unanimously
9:16:26 AM	Review Army Corp of Engineers Contract Resolution 2006-777 Enter into Contract 2006-105 and Authorize Vice President to Execute due to conflict of interest on the part of the President	Commissioner Genter made the motion and Commissioner Barnaby seconded the motion. Motion carried 2 to 1 with Commissioner Graf abstaining.
9:26:35 AM	NEW BUSINESS Resolutions: Resolution 2006-769 Approve Request for Pay No. 1 Final and Change Order No. 1 Final for Gerken Paving, Inc. 2006 Asphalt Resurfacing	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously
9:28:09 AM	Discuss Transfer Station Staffing	In negotiations with the city on taking over the Recycling component. A person would be needed to staff the Recycling building. The current scale operator could go on the road to replace the employee doing the pick up, leaving an opening at the Transfer Station. Commissioner Genter suggested filling the opening with part-time people. One of the current part-time people would take more hours but the other one cannot. Mr. Hall is looking to shift the cost of the employee at Recycling with proceeds received from the city. He would like to combine all components into one budget. A full-time person could be used but dollars to support the wage are not there. Getting Triangular to tie down the contract is a first. Mr. Hall said they would like to do more than provide labor. He added that he doesn't know for sure what is needed to provide the services so he can know how to provide them. Commissioner Genter said the priority is to tie everything in one basket. Mr. Hall will try to figure out the weekend rotation for starters. The transition will start by taking Mr. Roth off the road and he can report more on what is needed at the Wauseon site.

9:53:52 AM	Discussion on Army Corp Engineer grant - Executed contract refers to an article that is not part of the contract - indemnification clause. The Prosecutor wanted the contracts back and he will write another letter. The contracts were given to Mr. Musallam for further signatures.
9:58:55 AM	Resolution 2006-771 Enter into Sellers Agreement 2006-104 with GovDeals, Inc.	Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously
9:59:59 AM	Resolution 2006-772 Approve Then and Now Purchase Orders and Payments	Commissioner Genter made the motion and Commissioner Graf seconded the motion. Motion carried unanimously
10:00:31 AM	Resolution 2006-773 Increase and/or Transfer Appropriations for Various Departments	Commissioner Genter made the motion and Commissioner Graf seconded the motion. Motion carried unanimously
10:01:02 AM	Resolution 2006-774 Award Bid for Communication Workstation for County 9-1-1 Wireless System	Commissioner Genter made the motion and Commissioner Graf seconded the motion. Discussion was held regarding the recommendation. More information is needed before the Board makes the award. Mr. Kilgour will be asked to come in on Monday to provide explanation. Commissioner Barnaby made the motion and Commissioner Graf seconded the motion to table the resolution. Motion carried unanimously
