FY2006 CDBG Formula 2nd Hearing
Resolution 2006-332 Selecting FY2006 Fulton County
Community Projects
Resolution 2006-331 Authorize and Direct the
Submission of the 2006 CDBG Formula Allocation Grant Application |
Commissioner Graf opened the hearing and Jan
Burkhard handed out CDBG Formula program guidelines. Following
are the FY2006 applications:
Village of Lyons - $40,600 for Storm Sewer/Street Resurfacing
Chesterfield Twp. - $131,000 for a Community Center
Village of Fayette - $43,500 for a Long Term Sewer Control Plan
City of Wauseon - $31,000 for Water Line Replacement
The Chesterfield Twp. Trustees were present and presented the
plans for their Community Center. Jim Stubbins explained their
need. Their main concern is one of safety, particularly on
election days. He also commented the township has half the
dollars available and set aside for the project. If they used
other monies available, it would take away from their road
maintenance.
Commissioner Genter said he thought the Village of Lyons project
should be approved. Mr. Burkhard said they have $38,000 to
complete the project. Commissioner Barnaby felt that
Chesterfield's identity is threatened. Commissioner Genter said
that he is in favor of the Lyons' project and the balance of the
Formula dollars going to Chesterfield. Commissioner Graf asked
if $60,000 would get Chesterfield going. Mr. Stubbins indicated
that it would help but definately take away from their roads.
Commissioner Genter said they like to split the dollars
somewhat. Mr. Holman asked if any of the other communities
requesting dollars had been helped before. Commissioner Genter
explained. Commissioner Graf asked the trustees if they had
considered obtaining a loan for the balance in order to spread
out their gas tax money. Mr. Stubbins said he is aware that the
Trustee Assoc. does have a program but they have not checked
into that. Steve Brown said that he supports Chesterfield Twp's
request wholeheartedly.
Mr. Burkhard commented for the record that Chesterfield Township
does qualify. Commissioner Barnaby asked about FY2007 funding if
Chesterfield Twp. would start their building. Commissioner Graf
said they could feasibly come back but there are no guarantees
of the funding. Mr. Holman said he thought the project had to be
completed in the year of the funding. Commissioner Graf said yes
but sometimes extensions are granted. Mr. Stubbins said that
they have considered doing just the shell and then completing
the interior in the following year.
Commissioner Graf closed the hearing at 10:21.
Commissioner Graf said they have 30 days to come to a decision.
Commissioner Barnaby felt that by giving Chesterfield Twp.
$60,000, it would still leave them $129,000 short. Commissioner
Graf asked Mr. Hall if there would be any other grants that
would be available for assistance. Mr. Hall responded that
possibly HAVA dollars could be utilized. Commissioner Genter
said he thinks a 60/40 split with Lyons as he suggested in the
hearing would be the way to go. Commissioner Graf said he was
inclined to the 60/40 split also.
Commissioner Genter moved to approve $40,000 for Lyons and
$60,000 for Chesterfield Twp. Commissioner Graf seconded the
motion. Roll call vote was unanimous.
Commissioner Graf said they would assist Chesterfield in
searching for other funding sources.
Commissioner Genter made motion to approve the City of Wauseon
Seconded by Commissioner Graf. Motion carried unanimously |
