Kim Bowles, Fulton Soil and Water Conservation District
Director - Department Update |
Ms. Bowles update the Commissioners on personnel
matters first. They now have a district conservationist - Mike
Weaver, who has brought Sara Castor, also a conservationist,
with him. Dave Sherry is no longer with them due to a health
problem. They would like to keep his position intact and will
seek a replacement.
Ms. Bowles also commented that her office is extremely busy
providing services even though these services are not advertised
- word of mouth has provided that advertisement.
Mr. Hall informed Ms. Bowles of a non-compliance issue with SWCD
Fund. She said that she will look into that and get it taken
care of. |

Ziad Musallam, Fulton County Sanitary Engineer
-Elmira/Burlington Sanitary Sewer Project Update

1st update - Ohio Gas completing relocation of
line.
Funding - all funding should be in place by the end of the
month.
Easements - all have been received except for four that are
either pending or not heard from. Mr. Musallam is seeking
direction from the Commissioners on following up on those. Mr.
Hall suggested the possibility of using the right-of-way on
those four if they are not completed. Commissioner Barnaby
suggested another mailing. Mr. Musallam said that reminder
letters have been sent. Commissioner Graf asked how close to the
poles they could take it. Mr. Musallam said that Edison
stipulates firve feet and the County does not want to have to
move poles. He said there is still time but he does not want it
to drag on and possibly delay the project.
The bidding process is being moved along. |

Phyllis Rathbun desires to retire and come back after 60 days.
Commissioner Genter said he doesn't think that he would support
that. |

Swancreek Water District Board - Discuss Upsizing Main
Installation Project |
Walt Lange, Scott Lumbrezer, Rick Kasmyrzack -
Mr. Musallm has proposed to this water district board to upsize
the line from a 12-inch to a 16-inch. Mr. Musallam explained.
Rick said that their board presently has a project engineered
and close to bidding but they want to work with the County.
Funding is an issue. Commissioner Genter asked about difference
in cost. Mr. Musallam said he does not have a definate cost
difference as it is a sujective issue. Mr. Hall asked what size
line would be coming in to Fulton County from Lucas....Mr.
Musallam responded 12-inch. Mr. Hall asked about the option of
doing it as a planning assessment. Walt said that 80% of the
affected residents have said they will support the assessment of
this planning. A planning assessment would spread it over a
larger number of parcels. Timing is of the essence for the Water
District Board to get an answer on the issue. After discussion
Commissioner Graf suggested just going with the 12-inch line and
also pursuing aggressively coming off of Sylvania Ave.
Commissioner Genter tended to agree. |

Jan Burkhard, Grants Coordinator - Discuss Taxiway
Placement at Fulton County Airport |
Mr. Burkhard informed the Commissioners of the
FAA's proposed requirements on approaches. He has tried to
research parameters to see if it would be feasible to do a
revision of plans and presented a comparison of the
requirements. Mr. Burkhard said it doesn't make good sense when
looking at all involved to changing the 240 feet to 300 feet on
the taxiway from runway ceterline. Commissioner Genter said he
wouldn't worry about it and drive on. Commissioner Graf agreed
to go with what's designed. |
