Mike Oricko, Fulton County Health Commissioner and Kim Cupp,

Mr. Oricko could not be present this morning so
Ms. Cupp led the discussion. Steve Brown, Ziad Musallam, Frank
Onweller and Jan Burkhard were also present.
Ms. Cupp explained what the bill is about. She explained what
Fulton County has been doing up to this point with septic system
types and what the new requirements will be. A variance option
will be in place that would allow one of the Health Department's
system recommendations. She also stated it opens up more options
for people to choose. One benefit is that the recommended system
would take up less area. Commissioner Genter asked if there will
be an annual fee to the Health Department that would have to be
paid by systems. Ms. Cupp said only a fee to put systems in.
There will be a yearly inspection required for some systems.
Homeowners could go through a training that would allow them to
do these inspections. Current systems will be grandfathered in.
Steve Brown asked about spray irrigation systems. Ms. Cupp said
that would be an option if an owner had available land. She
added that the Health Department only has jurisdicition over
single family dwellings. Commissioner Genter asked if the new
regulations would require more staff. Ms. Cupp responded that
for right now they are going to stay the way they are - there
are still a lot of unknowns. Commissioner Genter asked Mr. Brown
how it would affect lot splits. Mr. Brown said a site review is
always recommended - education will be needed. Commissioner
Genter asked if current installers would have to be licensed.
Ms. Cupp said they already require registration. State testing
would be required and also continuing education hours. She added
that she feels the current number of installers will decrease
due to this. Ms. Cupp said there is currently legislation is
being sought to delay the new regulations from being
implemented. Frank Onweller asked about the annual inspections -
how will all of this happen. Ms. Cupp reviewed the process from
the installation and how the inspections would be done. The
Health Department already has tracking ability software that
would facilitate the process. People will be made aware of their
responsibilities when the systems are installed. Information
could be put on the deed as well in case of sale of property
later on. Mr. Onweller asked if there were any type of penalty
and Ms. Cupp said not at this point. She said the main concern
of the public right now are the small site owners where they
just don't have the room on their lot for a proper system.
Commissioner Genter asked if there would be any educational
means for the installers, contractors, or property owners. Ms.
Cupp said that once they know for sure when the requirements
will be taking place and that the public health council would
address this. Trustee meetings would also be attended to provide
education.

Jan Burkhard, Grants Coordinator - Discuss Taxiway
Relocation Project |
Mr. Burkhard said that in the meeting Thursday
with the FAA he found out there is a problem with the
acquisitions - an additional 60-feet will be needed. This will
affect the taxiway relocation. He is hoping to obtain a 30-day
extension from the FAA. The Commissioners agreed Mr. Burkhard
should seek the extension and then go from there. |
