9:28:03 AM Melanie Gilders, Fulton County Workforce Development Director - Department Update Anita Smith was present for the update as well.

Ms. Gilders reported staying busy working on the summer program. They are working closely with the Information Technology Department in preparation. Life skills, public speaking, teamwork, family oriented topics, will all be some of the skills covered.

Also working with Fulton County CIC to provide introductory computer classes that would be open to the public. There is room available for 15 at a time.

Looking at a consultant or other agency for monitoring that could be used for various programs - would standardize process. Accountability with providers is something that needs more emphasis.

Will be participating in the trade show April 13 sponsored by the Wauseon Chamber at the Wauseon school.

Resolution 2006-217
to authorize and direct President of Board to submit CHIP application to ODOD
 
Lisa Karcher, Maumee Valley Planning Organization, and Jan Burkhard, Fulton County Grants Coordinator, were present for the hearing this morning.

Applications are due April 7, 2006. Ms. Karcher presented the activities Fulton County would be applying for:

Private Owner Rehabilitiation $244,000.00
Home Repair $ 40,000.00
Down Payment Assistance/Rehabilitation $ 50,000.00
Tenant Base Rental Assistance $ 60,000.00
New Construction - Habitat for Humanity $ 40,000.00
Administration & Implementation $106,000.00
TOTAL $540,000.00

Ms. Karcher also presented the 2006 income limits to qualify as low to moderate income households.

Commissioner Graf closed the hearing at 10:49

11:00:20 AM Public Hearing - Amboy Township Zoning District Change













Resolution 2006-218
Request has been made by William Lambert to rezone a 3.08 acre portion of a parcel from AG/RE to C-3. The Zoning Commission held a hearing on February 21, 2006 and approved the amendment. Mr. Lambert presently has a greenhouse on the parcel, which is an approved use for the AG/RE zoning. The amendment would allow Mr. Lambert to operate a flora/gift shop on the parcel. The site already has public water from metamora. Sewage is private. Commissioner Graf noted that at the public heaing held by the Zoning Commission, the minutes did not reflect any negative testimony. Commissioner Genter questioned if the drive for the business would be on Central Ave. Mr. Brown said that it would. Commissioner Graf also asked Mr. Lambert the nature of the floral business. Commissioner Genter asked if there were many trucks utilized at the business and did they keep them housed. Mr. Brown said there have been no problems with complaints about this issue. Mr. Lambert stated he did have a pole building and that he tries to keep the trucks inside and the outside area clean.

Commissioner Graf closed the hearing at 11:08.

Commissioner Graf explained what their responsibilities were at this point.

Commissioner Barnaby made motion to approve and uphold the Zoning Commissions' recommendation. Roll call vote was unanimous.
