Commissioner Genter abstained due to his absence - motion carried 2 to 1. 9:02:02 AM OLD BUSINESS Weekly Dog Warden Report Week of March 19, 2006 through March 25, 2006     9:02:19 AM Ziad Musallam, Fulton County Sanitary Engineer -Elmira/Burlington Sewer Update Jan Burkhard was present for this update as well. Mr. Musallam reported hearing from Ohio Gas and their intent is to move the line to the east side. Regarding the March 14th meeting - there were 48 people that signed in at this meeting and only one resident expressed a comment of concern about the sewer rate. After the meeting several residents approached him about how the billing would work and there were several concerns about how the billing would be calculated due to varied numbers of people in households. Not all residents are hooked into city water. 49 of the 80 homes in Elmira/Burlington are tapped into the water, which would simplify billing because of easier determination of water usage. Commissioner Genter said that he preferred going with EDU. Mr. Musallam stressed that he was looking at the high end of the billing for discussion purposes with the residents. He indicated that they did not need to make a decision today on the actual billing. Commissioner Genter instructed Mr. Musallam to proceed readying the project for bid. There are some easements that need to be taken care of and Mr. Musallam is working on those and after that is accomplished he will have a better idea of the timeline on bidding.   9:23:16 AM NEW BUSINESS Resolutions: Resolution 2006-210 Increase and Transfer Appropriations for the FY04 CDBG CHIP Program   Commissioner Genter made motion to approve Seconded by Commissioner Barnaby. Motion carried unanimously 9:23:51 AM Resolution 2006-211 Approve Then and Now Purchase Orders and Payments   Commissioner Genter made motion to approve Seconded by Commissioner Barnaby. Motion carried unanimously. 9:25:34 AM Resolution 2006-212 Approve Purchase Orders and Travel Requests   Commissioner Genter made motion to approve Seconded by Commissioner Graf.
