Review Sewer Use Draft Resolution

Mr. Hall has worked with Ziad Musallam in
fine-tuning the draft resolution that Mr. Musallam had prepared.
This resolution is in final draft form. Commissioner Genter
asked about the previous statement that a contractor or
installer would have to have a special license. Mr. Hall said
that was taken out because references will be checked and the
work will have to be inspected. Mr. Musallam suggested that the
articles should probably be a part of the resolution - maybe as
an attachment or cross-reference to the resolution would be
sufficient. Mr. Hall said that he could do that and it will be
added to the resolution he prepared.

Kevin Joyce, Black Swamp Conservancy - Present 2006 Ag
Easement Applicants
Resolution 2006-183 |
Applicants were presented to the Commissioners
for approval or participation by these landowners. Commissioner
Genter asked if Steve Brown had been consulted. The answer from
Mr. Joyce was no. Commissioner Genter commented that he thought
that Regional Planning should have been consulted so that the
Commissioners would know that the qualifications had all been
met. A map was presented for review. Commissioner Genter
reiterated that the county Regional Planning director look at
these before being approved. He didn't feel that it was up to
the Commissioners to figure this out. The township trustees have
been informed in Amboy Township and York Township. Commissioner
Graf asked if they had presented their resolution of acceptance
and was told not yet. Commissioner Genter said in the future,
documention should be produced that there is no conflict. He
doesn't agree with Black Swamp handling these anyway.
Commissioner Barnaby made motion to acknowledge the 2006
applications as presented.
Seconded by Commissioner Graf. Motion carried 2 to 1 with
Commissioner Genter casting a nay vote. |

Lisa Karcher, Maumee Valley Planning - Present FY06 CHIP
Program & FY04 Formula Program Final Performance Report
|
Applications are due to the state April 7, 2006
so qualification statements are to be submitted no later than
4:00 PM on March 10, 2006. The hearing is set for March 30,
2006.
The state is asking for a request of application (RFA) this time
around and Lisa has prepared that. There is also a rating survey
enclosed ranking Maumee Valley Planning that is required to be
submitted with the application.
Status report for FY05 formula program was presented for
signature. Bidding for these projects will start soon.
The final performance report was submitted to Commissioner Graf
for signature. |
