Development Director Commissioner Genter made motion to approve
Seconded by Commissioner Barnaby accept resignation. Motion
carried unanimously. Mr. Barnaby thanked him for all his good
work. Presented 2005 Completed projects. Mr. Ferguson presented
a listing of activites that he feels needs to carry-on to
completion. Discussed P-16 council and the Stark County process.
County Administrator will be brought up to speed on everything
in the office. |

Andy Votava, Organizational Dev. - Discussion of
County Advisory Bulletin 2004-02

Mr. Votava handed out a sample timeline. This is
for retire - rehire. ORC 145.381 and 145.38 (amended) and
Administative code 145-1-79. A re-hire requires a public
hearing. There are always issues to consider in the process.
Open and equal is always the best practice. Commissioner Graf
asks if this applies to any public service. Mr. Votava said no.
This is employer and position specific. Nothing is currently in
the policy manual that addresses this. Mr. Votava will write
something up to review and include. We are waiting on
clarification on the issue if this is a mandatory requirement no
matter what. CCAO will respond at a point in the future. Mr.
Votava reminded the board that terms and conditions of
employment still rest with the board. |
