Motion carried 2 - 1 with Commissioner Graf abstaining due to his absence. 9:01:48 AM OLD BUSINESS Ziad Musallam, Fulton County Sanitary Engineer - Pleasant View Sewer Discharge Permit Renewal Update Mr. Musallam met with the EPA on Dec. 27, 2005 regarding the draft permit. The limits that were imposed were checked on by Mr. Musallam and he has found them to all be the same as other areas. Five years will allow enough time for the Industrial Corridor sewer to be in place and would allow for the discharge from Pleasant View. 9:07:13 AM Resolution 2006-14 to authorize participation in the CDBG ED Program - Delta Steel Commissioner Genter made motion to approve Seconded by Commissioner Barnaby. Motion carried unanimously 9:07:42 AM Review Month End and Annual Financials Mr. Hall provided the summary report for the Commissioners this morning as well as the month by fund for all 12 months to show cash in and cash out. The Auditor/Treasurer tie-out was also given to the Commissioners for review. Carryover was reported at 2.8 million. 9:11:57 AM Review Amended Certificate There was no amended certificate available this morning. Mr. Hall did present a certificate of compliance from the Auditor. A certificate of non-compliance was also presented for 2006 even though an amended certificate has not been received. 9:14:36 AM NEW BUSINESS Resolutions: Resolution 2006-10 Enter into Lease Agreement 2006-24 with Northwestern Ohio Community Action Commission (NOCAC) Commissioner Barnaby made motion to approve Seconded by Commissioner Genter. Motion carried unanimously 9:15:43 AM Resolution 2006-11 Amend Juvenile Diversion Services Purchase Contract with Family Service of NW Ohio/Four County Family Center Commissioner Genter made motion to approve Seconded by Commissioner Barnaby. Motion carried unanimously. 9:17:58 AM Resolution 2006-12 Approve Purchase Orders and Travel Requests Commissioner Barnaby made motion to approve Seconded by Commissioner Genter. Motion carried unanimously 9:18:33 AM Resolution 2005-13 Approve Payment of Bills Commissioner Barnaby made motion to approve Seconded by Commissioner Genter.
