9:02:21 AM Jan Burkhard, Fulton County Grants Coordinator - Discuss FY 2006 FAA Vision 100 Pre-application





Resolution 2006-95
Submit 2006 Application to FAA Vision 100 Grant Funds
 
Mr. Burkhard explained that the county had received an extension on getting this application in but that it had worked to our favor due to a problem with the 2003 apron project. Paperwork is being checked but it looks like funds will have to be spent only to be reimbursed with more funds. $690,000 (approx.) will be requested, knowing that some will have to be carried over. The FAA will allow the county til June to close out the 2003 project.

9:30:10 AM Robert Nafziger - Applicant for Board of MRDD Board Position Commissioner Graf started the interview process by asking Mr. Nafziger why he wanted to apply and what he felt he had to give.

Mr. Nafziger responded that he had decided that he has time to do community service now and was interested. He stated he has no agenda by serving on this board but just wants to help. He feels that he could help or at least be a part of the solution. Commissioner Graf asked what other boards he has sat on. Mr. Nafziger responded that it would mostly be church boards but currently is on their church day care board. He added that now he is at a point where he has more time to offer. Commissioner Graf asked Mr. Nafziger if he had any opinion as to why the levy was carried mainly in the Archbold area. Mr. Nafziger said he believes the negative publicity and also the tax perspective - it's tough to carry a positive message with negative publicity going on.

Commissioner Barnaby asked if Mr. Nafziger would be willing to attend training with Mr. Hall. Mr. Nafziger said he would attend. Commissioner Genter stressed there would also be other training required. He added that this is a very important time with the levy being approved and that continuing a frugal approach will be the right thing.

Mr. Nafziger said that he doesn't know what the job description entails. Commissioner Genter outlined the meeting schedule briefly. Commissioner Barnaby added that Judge Bumb also makes appointments to this board and that there are specific requirements for some of the positions. Commissioner Graf said that the way this is structured the Commissioners appoint 5 of the 7 with Judge Bumb appointing the other 2.
He pointed out that this board at the MRDD operates and makes the decisions - not the Board of Commissioners.

Mr. Nafziger concluded that he would not be upset if there are more qualified candidates for the job. The Commissioners expressed appreciation to Mr. Nafziger for expressing interest.
 
9:45:43 AM Marle Weber - Applicant for Board of MRDD Board Position Commissioner Graf started the interview process as previously outlined.

Ms. Weber expressed her interest could be summed up in one word - concern. Her background as an educator is part of that concern and then as a taxpayer herself as another concern. The narrow passing of the levy was something that she didn't know related to the negative press or word of mouth. She also indicated that she is aware of what a board member role would be and that she has the time and ethics to do that. Setting policy and being responsible to evaluate the superindendent and treasurer. Ms. Weber said that she feels confident that Ms. Oyer is doing a great job. She enjoys her work on the daycare board at her church and wants to give back to the community by serving on this board.

Commissioner Graf explained the positions on the board for Ms. Weber and how they are appointed. He stressed this is still a school and educates a host of ages.

Ms. Weber said that she feels there is a lot of misinformation out there and that possibly a better job needs to be done in that area. A better understanding is key.

Again, Commissioner Graf stressed the responsibilities of the board members for MRDD - they are charged to run that organization. Ms. Weber said she understands there would be training. Commissioner Graf said there is training that is required.

Commissioner Genter said that he feels this is a positive time to come onto the board out there and there are definately better attitudes. Ms. Weber said that she knows the superintendent sets the tone.
9:58:59 AM Bev Schlosser, Fulton County Treasurer - Year End Report Ms. Schlosser presented report of actual interest earned for 1995-2005 as well as projected interest for 2006. December posted a $180,649.17 interest income. 2005 total was $699,189.21.

Ms. Schlosser said that taxes are coming pretty slow, which is typical because people tend to wait until the last minute.

10:16:34 AM Robert Hartman, Fulton County EMS - Discuss EMS Billing Mr. Hartman has a request for a reduction in billing that he is bringing before the Commissioners for a decision. The resident states that both he and his wife were in an accident and both transported in the same vehicle to the hospital. Both were billed for an ALS run.

The resident has received a lump sum settlement which does not cover all his expenses from the accident. He is suggesting he will pay all of one bill and one-half of the other.

According to policy, any reductions are tp be brought before the board. Commissioner Barnaby asked if there was an additional person on board. Mr. Hartman did not know. Commissioner Barnaby asked if any insurance correspondence was shared. Mr. Hartman said it was not. Mr. Hall asked if the other insurance company was billed and, if so, have we heard from them. Mr. Hartman said he does not believe they have. Commissioner Genter agreed that the insurance company of the person causing the accident would more than likely be responsible for the charges.

Commissioner Genter recalled that the residents of Fulton County would not have to pay any out-of-pocket costs their insurance does not cover. Mr. Hall agreed that is correct. Mr. Hartman thought perhaps a policy out to be considered for this type of scenario where more than one member of a family would be transported in the same ambulance. He added that he has checked with other counties. Commissioner Genter commented that he thinks that the resident is being fair in his payment suggestion. Commissioner Graf agreed that he was probably more than lenient. Mr. Hartman said that in the future, there will only be one billing per family in a case such as this. Commissioner Graf thought this would be good policy.

Commissioner Genter made the motion after saying that both applicants were excellent. The Commissioners were all in full agreement.
10:37:45 AM Commissioner Graf then posed the suggestion to ask Mr. Nafziger to serve on the CCNO Citizens Advisory Board as well as Alice Wynja, who applied for the second time.
