9:02:39 AM Peter Skeldon, Fulton County Dog Warden, and Nancy Yackee, Fulton County Auditor - Discuss Department Procedures
 
Peter Skeldon, Brian Banister, Nancy Yackee, Sally Whiting, and Doug Nafziger were present for this discussion this morning.

Nancy Yackee started the discussion by explaining her department's procedures in the selling of tags, how it is closed out and how they handle delinquencies. She indicated there are outside agencies that also sell tags. Ms. Yackee would like to see a different procedure in how these tags are picked up so that the monies might be paid in on a more timely manner. This past year the Dog Warden's received a delinquency list in August - year's past in has been April. Commissioner Genter asked if that was not part of their duty. Ms. Yackee explained that her department was trying a different avenue this year by calling these delinquent license holders. Commissioner Graf said it should be done in a timely fashion - the Dog Fund has been running in the negative. Ms. Yackee agreed they need to work together better and that by making the software available to the Wardens. Commissioner Genter thought that visits to these parties would be more apts to take care of the delinquency and that by getting the list in August was pretty late. Commissioner Graf asked if this new software would provide the dog wardens with the capability of pulling off a delinquency list at any time. Mr. Nafziger said yes. Ms. Yackee stressed that letters are sent out - and before August; notices are usually sent out by April. Commissioner Graf said that it sounds like the new software will help. Commissioner Genter asked if the satellite locations willl still handle the licenses. Ms. Yackee said yes, but wondered if the procedure should change in when they are picked up. Mr. Skeldon said they do not have a problem picking them up, they usually get a phone call letting them know there's monies to be picked up. Ms. Yackee said she feels they should be picked up sooner. Mr. Skeldon said that is fine. Commissioner Genter said too that he feels they should be picked up on a routine basis - every so many days. He added that the Dog Wardens should work with the Auditor's Office to get this accomplished. Mr. Banister explained how he handles certain areas by zip code so that he can go door to door. Commissioner Graf recalled that Mr. Skeldon once said there are 20,000 dogs in Fulton County that are unlicensed - that would help the Dog Fund immensely. He added that it sounds like the new software will be beneficial.

9:28:09 AM Resolution 2006-904 Transfer Appropriations for Capital Improvements - Airport FAA Grant Commissioner Barnaby made the motion and Commissioner Genter seconded the motion. Motion carried unanimously
9:30:46 AM Ziad Musallam, Fulton County Sanitary Engineer -Elmira/Burlington Sanitary Sewer Update Jan Burkhard, Grants Coordinator, was also present for the discussion. On the Elmira side, the project is close to halfway with the gravity sewers. It is going slowere because they are experiencing cave-ins of the trenches. The taps have all been identified. On the Burlington side, it is going well - all of Monroe St. has been installed. East St. is done as well as the alley by the church. The alley east of the 66 will be done soon, weather permitting. Burlington Gardens will be done next. Mr. Musallam recognized an error in the placement of a manhole - off by 3 feet on the drawing. The property owner was not interested in grating easement. Mr. Musallam said there may be a change order presented that would increase the project cost by about $60,000. He has heard no complaints from anyone in the area. Late February should see a completion of this portion of the project. The forced main is mostly installed.
9:49:37 AM Commissioner Graf reported on his CCNO meeting from yesterday. The judges will be staying on until the new legislation gets adopted. The officers will be staying as they are today with no clear indications on how soon that may happen.
9:51:48 AM Mr. Hall reported that he will have a better picture this afternoon on the budget numbers - it is still a shifting budget.
