9:03:19 AM OLD BUSINESS

Weekly Dog Warden Report Week of August 13, 2006 through August 19, 2006

9:04:08 AM Discuss Dog License and Kennel Fees

Peter Skeldon was present for the discussion. Mr. Skeldon thought the fees are sufficient other than the euthanasia charges are not enough to cover costs. He estimated that the dog fund loses about $10,000 a year. He doesn't feel that they get the delinquent license list soon enough to do any good. Mr. Hall said that it is already in the database and can be run easily enough. He also commented there is a bill that has been introduced that the state will take the licenses over and just give the county a small portion. Mr. Skeldon said he has heard nothing pertaining to that. Commissioner Graf asked him to check with his association. Mr. Skeldon said that he gets monthly correspondence from them and there has been nothing of that mentioned. Commissioner Genter suggested going to $15 and $10. Mr. Skeldon said he doesn't think that he would do that but that it is their decision. He added that they just told him downstairs that we were up in tags - approximately 7000 tags without kennel tags. Mr. Hall said that he can run a report that shows how many tags were sold.

9:28:44 AM Mr. Hall returned with information on the dog & kennel budget The 2006 revenue report shows $168,000 total projected revenue, $89,192.81 current revenue with -$78,807.19 being reported under budget. 2005 revenue report was $140,632.67 projected revenue, $128,196.18 in revenue with -$12,482.39 reported under budget. 2004 reveune report showed $109,000 projected revenue, $118,051.85 in revenue and -$948.15 reported under budget.

Mr. Skeldon noted a discrepancy in the sale of dogs - he thought the amount too low. He also thought the kennel penalties line item is off as well as the drop off fees. A big influx should be seen in December according to the Auditor's office but Mr. Hall said he has not seen that. Mr. Skeldon said that Brian Banister said that his kennel license check was just cashed but he paid it in January. Outside locations that collect license tag fees send them in monthly or Peter and Brian pick them up. Mr. Skeldon said that he estimates that there must be monies that are not accounted for yet in the Auditor's office especially with Mr. Banister's experience. He said that he has seen stacks down there that have not been paid in. Finding the number of tags sold would be a clue to see if the monies are truly reflected in the reports Mr. Hall presented. General consensus was to leave the fees the same but do an investigation as to why the monies are short. A flat fee for euthanasia was suggested of $50 to help deter that. Finding the delinquents at this time is not a good idea due to the notification being so late in the year.

The commissioners will check into the issue.
