Commissioner Genter questioned Jan Burkhard as to whether Mr. Ames was aware of the Airport Board's decision. Mr. Burkhard thought that Mr. Ames was still at the meeting but was not sure. No decision or action is required from the Commissioners

Resolution 2006-526 to Transfer Appropriations within EMS Fund 2340
Bob Hartman and Cheri Schantz were present to answer any questions. Mr. Hartman explained the collections as presented in the report. He also reported on some of the difficulties that they have encountered and how they have been remedied. Commissioner Graf asked if the IT Dept. had gotten some of the bugs taken care of. Cheri thought they had the software but it has not been installed yet. Reports will come to the Board of Commissioners on a monthly basis. Commissioner Genter asked for the payments to the entities to be checked - he thought they were to be done semi-annually. Cheri said that it is to be done in February every year. Commissioner Graf agreed this is correct.

Commissioner Genter made the motion to take Resolution 2006-526 off the table and Commissioner Graf seconded the motion. Motion carried unanimously

9:44:53 AM Bev Schlosser, Fulton County Treasurer - Quarterly Update Ms. Schlosser reported on investment income to date. June - $60,410.92; Star Ohio - $14,286.88. Year to Date investments - $341,319.39; Star Ohio - $105,351.44; Total: $446,670.83 July - $62,209.28; Star Ohio - $25,861.71. Year to Date investments - $403,528.67; Star Ohio - $131,213.15; Total: $534,741.82.

Ms. Schlosser thought approximately $17.5 million has been collected in the property tax. She expects the delinquency report to be in today.

10:00:04 AM Nancy Yackee, Fulton County Auditor - Discuss Reappraisal Contract Ms. Yackee expressed appreciation for the opportunity to speak today. She presented copies of the contract to the Board for their review. She stated that she as well as her office treats the taxpayers of Fulton County equally and will continue to do so. ORC section was reviewed that gives the Auditor the authority to enter into this contract. Ms. Yackee highlighted some of the points of the contract that make this company different in the services that they provide. Means of establishing valuation have changed somewhat.

A delay in this contract will push getting the reappraisal completed and possibly costing the county more money. Ms. Yackee seeks approval from the Commissioners but stressed she does not need their approval.

Commissioner Barnaby asked about the difference in cost for neighboring counties - she stated the contract was signed 3 years ago and different services are provided in these contracts. Commissioner Barnaby asked how long the Auditor's office has not been doing their own data entry. Ms. Yackee thought perhaps 6 or 7 years. $365,000 was the cost of the last reappraisal. Ms. Yackee said that she looks at all the services they provide in making her choice to continue using them.

Commissioner Genter asked if June was the date the contract started. Ms. Yackee said that she had it in March. An open-ended contract for the digital photography had come back with a lower dollar amount and Commissioner Genter asked how that could be. Ms. Yackee said the copmany did that on their own. Commissioner Genter also said that the Commissioners did not feel an open-ended contract would be appropriate.

Commissioner Genter asked if Ms. Yackee had brought any additional bids today. She said no she did not. Commissioner Graf asked why she was here for their approval when she did not need their approval. Commissioner Genter stressed that the Commissioners' stance is that they feel it best to bid a contract that is this large. Ms. Yackee said that she knows what is best and just wants to be open with the Commissioners. Commissioner Genter stated that especially in these financial times, seeking quotes would have been for the betterment of the county. Ms. Yackee said that she understands tough times but she does not think this contract is out of line. Commissioner Genter said he does not understand allegiance to one company because a smart businessman would check alternate prices.

Ms. Yackee said that if the digital photgraphy was a problem, she would not do that contract. Commissioner Genter said the open-ended contract did not smell right. Commissioner Genter said she is wasting their time.

Ms. Yackee said thank you and left the meeting.
