Special Projects:
**Workforce Development joined NW State Community College and Fulton County Economic Development to pursue grant funding to form a P-16 Council for the county. Grant funding in being pursued through the Knowledge Works Foundation.

**4-H Career Day Presented "What Employers are Looking For" to approximately 50 students. Topics covered were Interviewing, First Impressions, Applications, Dressing for Success and Proper Handshaking Techniques.

10:00:49 AM Public Hearing - York Township Zoning District Change

to affirm the recommendation of the Rural Zoning Commission and approve the zoning district change
Commissioner Graf opened the hearing and reviewed the application for zoning change in York Township. The Rural Zoning Commission met on March 28 and approved the proposed change. Steve Brown, Regional Planning Director covered a few of the C-2 rules and regulations.

Commissioner Graf closed the hearing at 10:04 AM.

10:45:51 AM Shawn Ferguson, Fulton County Economic Development Director - Present Enterprise Zone Agreement for Aero Beech Ltd. and Revolving Loan Fund Application for Ace Hardware

Mr. Ferguson provided paperwork for the revolving loan fund application for Ace Hardware.




Commissioner Barnaby made motion to approve
Seconded by Commissioner Genter. Motion carried unanimously

Mr. Ferguson then presented an application for an enterprise zone agreement for Aero Beech LTD. (Perry Rupp). This would be for the building of a hangar at the F.C. Airport. One job would be created.

Commissioner Barnaby moved to table action on the enterprise zone agreement until after the 11:00 appointment with the FAA. Commissioner Graf said that he would like to look at the documents first. Commissioner Genter asked if there was a donation and Mr. Ferguson said no, strictly an abatement. There being no second to Commissioner Barnaby's motion to table

Commissioner Genter made motion to approve the enterprise zone agreement.
Seconded by Commissioner Graf.

This will be contingent upon getting an amendment to the access agreement. Mr. Hall asked what the reason would be to make it contingent because he would not build a hangar without the access agreement.

Motion carried 2 to 1 with Commissioner Barnaby casting a nay vote.

Ms. Arend discussed several other training projects the ED department was working on.

 
11:08:43 AM Recess until the FAA personnel arrive  
11:24:17 AM Meeting with FAA Officials Irene Porter and Jason Watt Harold Stickley, Gary King, Terry Henricks, Glenn Lammon of the Airport Board were present for the meeting. Jan Burkhard, Fulton County Grants Coordinator,and Shawn Fergusonand Lisa Arend from Fulton County Economic Development were present. Perry Rupp, owner of Aero Beech Ltd. was here as well. Commissioner Genter explained that Mr. Rupp would address the group as he has proposed the building of a hangar on his property by the airport that would house 2 larger aircraft. He presently owns the hangar that houses Life Flight. Mr. Rupp explained where his hangar is proposed.

Commissioner Graf asked Ms. Porter and Mr. Watt about FAA views access agreements and documents were reviewed.

At this time R.D. Zande phoned in to be a part of any discusssions.

Ms. Porter said that a generic letter was provided talking about through-the-fence operations. She stated they cannot prohibit these types of operations because they do not own the property. She said the county needs to remain control and by allowing through-the-fence operations they would lose some of that control. Commissioner Genter said that Mr. Rupp's access agreement it could be dropped at any time, so how would that be losing control. Ms. Porter responded that there are 5 concerns that should be addressed in the agreement that would not jeopardize funding. Commissioner Genter stressed that by the amended access agreement with Aero Beech, there has been a lot of revenue generated through fuel sales. He also said this is a valuable tool for Fulton County economic development. Mr. Watt asked if the lack of facilities at the airport what keeps Fulton County from doing this instead of Aero Beech. The Commissioners responded yes. Ms. Porter asked why not add those facilities. Commissioner Genter said that public dollars invested on hangars right now would not be good. Commissioner Graf agreed that private sector willing to expend dollars for this benefits the county. Life Flight, for example, has been a huge asset to Fulton County. Commissioner Barnaby expressed concern about the building on the north side. Mr. Watt said that a portion of that building should not be there and a through-the-fence operation there would not be condusive. Commissioner Genter said this is a unique situation and since Fulton County owns the ground, they can say no to any operation they do not want. Ms. Porter explained how a private investor could hamper future situations should they decide to sell. Commissioner Graf said that he would specify in any agreement that it is non-transferrable in the event of any sale of property. Mr. Watt stressed making it fair to anyone who comes on the airport. Ms. Porter eluded to some airports that have made their through-the-fence so attractive that all building is taking place off-property and they are not getting the revenues. Mr. Watt said that they are just pointing these things out but it is still up to Fulton County what to decision is made. Jeff, R.D. Zande, said his concern is the farmer that owns land that decides he wants to sell his property and someone buys that wants to have direct access to the airport for personnal aircraft. They could expect the same right as given to Mr. Rupp. He suggested having the County Prosecutor draw up some type of instrument that would prohibit this. Mr. Rupp said these concerns have been addressed before and explained his intent - this is strictly an economic development tool. The last thing that he wants to do is mess up any funding for the airport. Mr. Watt said it seems like this agreement has really been looked at but they just want to make sure that they don't "sell the farm". He agreed that it does look like a good agreement. Mr. Rupp explained his original agreement and how it was drafted. Commissioner Graf asked if the quality of the agreement was the issue and Mr. Watt said that is exactly correct. Commissioner Graf asked for comments. Mr. Henricks commented that in the hangar agreements, it is stipulated that fuel be bought there. Mr. Stickley said his concern is that we don't get in a situation where Fulton County cannot get funded in any way. Mr. Watt again stressed the north building and he recommends acquiring that property and knocking it down - it is already a bad situation.

Mr. Rupp asked Mr. Watt and Ms. Porter if regulations in fencing in these smaller airports is being looked at. Ms. Porter said fencing is coming (wildlife fencing) and more funding dollars will be available.
