9:02:09 AM Review Correspondence from H.E.A.T. regarding Energy Conservation Study for HB-300
Price proposal has been received per the Commissioners' prior request. Commissioner Graf said he would be willing to spend the money to do this. Commissioner Genter agreed that at least we would have a detailed report of what can be done and what needs to be looked at in the future. Mr. Hall will take care of the details.

These are actual dollars paid by the Consortium for stop loss and administrative charges. The 4-year average increase is 13.5%.

9:19:10 AM Ken Caldwell, Job and Family Services Director - Department Update
Mr. Caldwell introduced 3 of his new employees to the Commissioners.

The quarterly report was presented for the Commissioners' perusal. He reported that 10% of our county population is on Medicaid.

In the 10 categories reported on for the second quarter, the increase from 2004 is $1,592,652.

Mr. Caldwell also made comment on the digital imaging that they have been doing for about a year. His employees had high praises for the process.
9:36:36 AM Melanie Gilders, Workforce Development Director - Department Update
Ms. Gilders gave a handout just received on a presentation from Williams County - The Ohio Workforce Institute WIA Training for New Board Members and Local Elected Officials. She wanted the Commissioners to see this before Fulton County does it.

Policy was finalized for the Area 7 Board at the last meeting. There were not a lot of changes made but one that came to mind was the approved mileage.

Ms. Gilders did attend a networking meeting with Lisa yesterday. She found it interesting and that it will be very beneficial for her.

Ms. Gilders commented that the Open House was a success with about 30 in attendance. She was a little disappointed in the numbers but in checking with other counties, we were right in the running.

Mr. Hall said that he is still working on a way to get the other 3 counties PolyCom so that they can get into the system.

10:00:07 AM Lisa Arend, Assistant Economic Development Director - Review CRA Program
Ohio Community Reinvestment Area

Provides local real-property tax incentives for residents and businesses that invest in designated areas of Ohio. In order to apply, the municipality or county must apply to the State Development Director for confirmation. Investors meeting the local criteria must apply to the municipality or county for the real property tax exemption.

Up to 100% exemption of the improved real property tax valuation for up to 15 years depending on the project. Local legislative authority establishes rates and terms. In some instances, local school board approval may be required.

Benefits
Substantial real estate property tax reduction for new real property.

Eligibility
Real property investment incentives are available for residential, commercial, and/or industrial projects involving remodeling or new construction. Commercial and industrial projects must have an agreement in place prior to investment. Local legislative authority establishes project eligibility

Ms. Arend wanted to know how the Commissioners felt about the CRA proposed for Dover Township. She pointed out properties that were for sale. Areas were the Route 108 corridor and the airport.

Commissioner Genter said that he would definately cover the area around the airport. Commissioner Graf asked if residential could be excluded in a CRA application. Mr. Hall said he was not sure. Ms. Arend said her application specifically says it is for industrial. She will check further into that issue.

Commissioner Graf asked what the trustees were thinking. Ms. Arend said that she had spoken with two of them and they wanted to wait and see what the Commissioners were thinking. She added they can make the area whatever they want...if they want to go just down road H they can do that. Commissioner Graf wondered if the issue of zoning was discussed with the trustees. Ms. Arend said with or without zoning they could still market the property north of the fairgrounds. Mr. Hall said that someone could still do whatever they wanted with the CRA in place. Ms. Arend said once the Commissioners decide what they want to do then she will take it back to the trustees.

Commissioner Genter believes there is a need for it but would like to see it out at the airport because there is a need out there. Commissioner Graf stated one trustee called him but he does not know if he is speaking for the other two. He asked Ms. Arend if the trustees would be willing to come in. Commissioner Graf said if he were to go along with this he would like to know they are in favor of it. He added that the lack of zoning in this area still concerns him. Commissioner Genter stated there has to be some kind of incentive before someone would be willing to make an investment. Commissioner Graf asked if they were to approve this, the trustees would have to sign off of any project. Ms. Arend said yes, and schools. Commissioner Graf said he would like to have the trustees come in before acting. He realizes the Commissioners can go ahead without their approval but he would like their input. Ms. Arend said the CRA could always be expanded at any time if approved.

County property north of Road J excluding Mr. Ball's property will be considered. The 108 corridor will be from H to J. The fairgrounds will be excluded but areas south of the Turnpike will be put in.

We will try to schedule the trustees to come in Monday or Thursday. Monday is the preferred day.
