9:15:00 AM Software Solutions, Inc (SSI) - Update on Auditor's Financial Software
Nancy Yackee, Fulton County Auditor, opened the discussion this morning and made introductions of all present.

SSI personnel gave a brief overview of the software being used by Fulton County. Commissioner Genter said that he would like to let SSI know the problems they have been experiencing with the system. He indicated that they were not the biggest users but wanted them to see the kind of experiences the Commissioners are having. Long delays in bringing up the proper authorization parts of the system have been an ongoing problem. Commissioner Genter also questioned if more detail on the purchase orders had been added to the screen as had been requested earlier. Doug Nafziger pointed out a way to get more information but there is still not enough detail. Carla Rice thought perhaps adding another detail line might be helpful. The comment area was also reviewed.

Commissioner Barnaby asked when payroll would be completed within the county. Doug stated they are working on that and perhaps mid-November the updates will be available and then the process will move on. Commissioner Barnaby also questioned the Then and Now certificates being used. Doug said this is not a problem created by the SSI system but rather a finding of the State Examiners.

Vond Hall questioned the level 1 log in - is there a way to go to all departments without logging in for each one. This will not be difficult to accomplish and SSI will do that.

Commissioner Genter asked the question if enough training has been done. Data entry is adding more work for departments and correct account balances are questioned. Doing it the old way is more comfortable and some are still using that to double check balances. Barb Badenhop agreed and said that because some are keeping their own records, errors have been discovered. Carla said this is something they have been working on and seems to be happening less frequently.

Commissioner Genter asked how these issues would be resolved so the system could be in full use. A practice mode had been talked about - why wasn't this implemented? A number of things had come out in the pilot portion of the program but it is complicated but not more than anticipated. Doug said with more experience there is more and more confidence in the system and less issues. Commissioner Genter added he thinks this is good that SSI came in today because there has been a lot of frustration on the part of elected officials as well as employees. Hopefully questions will be answered and issues will be resolved. Vond said that the system has simplified the budget process for him. He added that Doug is working with him in getting information to him that he needs to get the job done quicker. Participation in the budget process would help some understand and make it easier to accept the system. A template to just change numbers is one area that Vond would find more beneficial.

List views will be implemented to make descriptions available to assist the approval process. There is not enough information now to tell them what exactly the purchase order is for.

Frank Onweller expressed frustration with money being taken out of his budget to pay for a system that they are basically using just a fraction of. Explanation was that this is a huge change and involves a lot of departments that need to be brought up to speed before moving on to other things the system can provide. Frank wondered why his department has to be slowed down while others are brought up to speed. Deidre said they are still working things out to accomodate what he wants to accomplish.
