9:03:08 AM Review Certificate of Estimated Property Tax Revenue




Resolution 2005-319
Commissioner Graf stated the certificate of estimated property tax revenue has been received from the auditor...$1,798,265 estimated revenue produced by propose3d millage based on estimated property tax revenue of$899,132,813.

The next step would be to pass a resolution to place it on the ballot in the fall.

Commissioner Barnaby made motion to approve placing the Board of MRDD's levy request on the ballot in November.
Seconded by Commissioner Genter. Roll call vote unanimous.

9:11:07 AM Ziad Musallam - Continue Discussion on Henry County Water Supply Request
Mr. Musallam reminded the board that their discussion was cut short last week due to time. He updated where the discussion stopped. Commissioner Genter said his understanding would be that the Henry County Water Board prefers the abandoned railroad bed. Commissioner Barnaby said that the Clinton Twp. Trustees prefer Road AC. Commissioner Genter said yes, but that was before the residents along that route have made their views known. Commissioner Graf said that he agrees the railroad bed is the best choice - no one wants to shove water down anyone's throat when there has been no petition. Commissioner Genter said it has been suggested that taps be installed at every mile in the case that scenario would ever present itself. Mr. Musallam said this way Fulton County would be responsible for paying for the line. Commissioner Graf said that he would not be opposed to paying for it to the county line.

Mr. Musallam said that he would report back to them (Henry County) on the Commissioners' behalf. Commissioner Graf added that Fulton County has no business running water outside the urban growth area without a critical need.

Mr. Musallam said that the City of Wauseon already has water easement on the abandoned railroad bed.

Commissioner Barnaby said that he concurs with Commissioner Genter and Commissioner Graf.
9:21:12 AM Review Notification of Public Meeting on Fulton County Wastewater Plant from Ohio EPA
Mr. Musallam will attend this public hearing because of the discharge permits Fulton County has applied for. None will be issued until a public hearing has been held. Testimony taken can be whatever but only comments about the effects on the Maumee River will be considered. Commissioner Graf asked if Mr. Musallam would have to be in the position of rebuttal of any testimony from the Village of Delta regarding their claim that they have the capacity for this. Mr. Musallam said they have the capacity but not the ability to treat this type of industrial discharge. Mr. Musallam said he will be presenting information on the proposed plant at the hearing.

9:32:14 AM Melanie Gilders, Workforce Development Director - Department Update and 1st Quarter 2005 Report
Will be extending a portion of the youth contract for July through the end of August since the current contact expires on June 31 and the new one will not take effect until Sept. 1.

Summer youth program - 16 invitations have been sent out. 6 have been returned and phone followup will be done.

There will be an Excel training held at the lab coming up.

Ms. Gilders presented her 1st quarter report. Traffic has increased tremendously and Ms. Gilders attributes a lot of that to people just finding out they are there as well as the Lear Corporation ongoing hiring.

Commissioner Graf asked Ms. Gilders if they are working on the sub-grant agreement and Ms. Gilders responded they are.

9:56:21 AM DeAlton Boyers stopped in to question Turner Lightning being in the county today. They are reporting that EOC is not protected but if they can do it today the cost will be $1500 but the county will have to run a ground wire. Mr. Boyers has a cost quote on that at $800. Commissioner Graf instructed Mr. Boyers to go ahead and process it with a purchase order.

The Commissioner also instructed Mr. Boyers to process a pruchase order for the fire escape steps at the senior center.

DISCUSSION...Commissioner Graf asked Anita Smith to give him a comfort level on why they are doing this - why do we need a RFP. Ms. Smith said the auditors require a RFP. Commissioner Graf asked if the board wants this to go out yet. He said that we are just wrapping up a contract with Four County. Ms. Smith said the legal has already been faxed to the newspaper. Commissioner Graf said he did not want to jeopordize what we have with the Opportunity School. GED testing is part of the question. He said he guessed they would do what they have to do.
