Mr. Krieger started his update with the Transfer Station. Money is being made on the metals, however there is money beng lost on the overall operation. Mr. Krieger recommends an increase of 2.5% on the fees. It will not make that much difference on the cost to the general public. Commissioner Genter asked if it would pull us out of the hole. Mr. Krieger said that it would not but it would get us closer. Mr. Krieger also reported that the Dog Warden observed someone stealing the aluminum cans from the Recycling Center. They were not apprehended. Commissioner Graf instructed Mr. Krieger to put together a proposal for them to look at. Mr. Krieger said there was nothing to report on Solid Waste other than there should be an increase over the next two years but in the third year that would not be there. He looks for funding to get cut next year. Legislation issues were discussed. Commissioner Graf asked how the plastics deal was coming along. At this point it looks like plastics will be taken to the City of Wauseon. He also said that ARS would be putting a stamping machine in out there. | |

| 10:00:14 AM | Ziad Musallam, Sanitary Engineer - Road 6-2 Sanitary Sewer Discussion |
Mr. Musallam presented a map showing the area needing connection to the sanitary sewer system per a letter to property owners from the Fulton County Health Department. Before proceeding, Mr. Musallam asked Ms. Kim Cupp from the Health Dept. to explain. Ms. Cupp stated this area presently has septic tanks that are being discharged into tile. She noted the county highway dept. has experienced problems with the tiles getting plugged. Now that sanitary sewer is accessible it is time for the owners to get connected to the system. This is according to the Ohio Administrative Code Section 3701-29-02. Commissioner Genter asked if the houses shown on the map were part of the area annexed into the Village of Delta with the petition of Southwood Falls. Mr. Musallam said they are not. There is an existing pump station and force main installed by the developer of the Southwood Falls Subdivision. Mr. Musallam also pointed out the area marked as "parcel 7" as potential users and that they would need to be notified as well. Commissioner Graf asked about the location of the water line. he indicated that it looked to him like the water line and the sewer line are both on the same side. he said he did not think that could be. Mr. Musallam said that it is acceptable but they have to be 10 feet apart. Commissioner Genter asked if this would be unit assessment. Mr. Musallam said there are several ways of doing it. He did have an estimated but not certified assessment of $132,000.00. He added this is not a public hearing of tentative assessments. Mr. Musallam presented a flow chart showing all steps that wll need to be taken if the Commissioners decide to proceed. A resolution of necessity would need to be done by the Commissioners for or against special assessments since this is not a result of the petition process but rather from a letter to comply from the Health Dept. He explained the process in detail. Commissioner Graf asked what monies might be available. Mr. Musallam said that loans would be an option. Grants would also be pursued but the process would have to be followed and incomes that would qualify. EPA loans could also be sought if the incomes would qualify and also since it is through letter to comply, it could qualify for Issue II monies. Commissioner Genter asked if this was just an informational discussion or is a decision required today. Mr. Musallam said it is for informational purposes however the Commissioners could start the process of the 24-day waiting period, which would lead to notices in the paper and a public hearing. The improvements resolution to authorize plans preparation and tentative assessment and proceed with improvements would take place then in the public hearing. Commissioner Genter said that he believes that since the Health Dept. has informed parcel owners by letter of necessity to comply that he would move to start the 24 day waiting period and provide notice of intent by mail to the residents. Commissioner Barnaby seconded the motion. Discussion on the motion: Commissioner Barnaby asked if it were state mandate that the wastewater could not continue to go into the existing tile. Mr. Musallam said yes. Commissioner Graf asked Gary Baker if it would be feasible to tap into the subdivision system. Mr. Baker said that because the area is not annexed it could not. Ms. Cupp added that the storm drainage would also have to addressed as part of the project. Commissioner Graf stressed to Mr. Musallam that the storm or surface water should be considered. He thought that he would rather have Mr. Musallam look further into this before proceeding with anything. He would like more information before making any kind of decision. The commissioners were in consensus. Commissioner Barnaby withdrew his second to the motion and Commissioner Genter then withdrew his motion. Commissioner Graf asked if Mr. Musallam was proposing that these property owners would be paying for something that would only be necessary if there were more users down the road. Mr. Musallam said yes. Commissioner Graf said he could not agree with that, his idea is that gravity would be the best for these residents - it would be far cheaper. If in the future it would need to go north then the cost would be justified because of where it has to go. Mr. Musallam stressed that anything agreed upon would have to be approved by the Village of Delta. | |
