DeAlton Boyers was present for the discussion as well. Ms. Griggs presented an estimate for an inside enclosure at the Center as well as a front entry with automatic doors. She reported a donation from the Dorothy Biddle estate in the amount of $25,000. After discussions with the executors of her estate, it was determined that Ms. Biddle had quit coming to the Center because of her inability to open the heavy doors and that this project would be agreeable for use of these monies. Ms. Griggs has contacted the Clinton Township Trustees as well as the City of Wauseon. She indicated that the City has told her that plans will need to be submitted to them before they can approve the request. Ms. Griggs also added that the Advisory Board has a certificate of deposit that is held outside the County treasury from other donations that have been made to the Senior Center. There would be ample funds with the Biddle money to do the project. Commissioner Graf asked about putting in a motion sensor door. Mr. Manchester said that he doesn't know enough about them to comment. Mr. Boyers suggested if those were to be put in that they be put on a timer. Commissioner Barnaby asked if there were any other projects that needed to be done this year. Mr. Boyers said the concrete steps leading up to the gymnasium need to be repaired as they are deteriorating. Big chunks are falling out of them. He estimated about $6000 as just a wild guess. Commissioner Graf said the inside job appeals to him rather than the outside as it is really costly. He wondered if the lobby got that much traffic at once that not doing would hamper any of their activities. Ms. Griggs said that when rather large groups come in the lobby does get congested. She added her own opinion is of course to do the outside as well but stressed that the approval of the Clinton Township Trustees would also have bearing on the decision. Commissioner Barnaby asked if there would be any restriction of view to those entering. Mr. Boyers said that it would be all glass. Commissioner Graf added that it would have to come out quite a ways to do the outside. Mr. Boyers said 7 feet. Commissioner Graf said that would change the ramp. Mr. Boyers said no floor would have to be removed. Commissioner Graf said if we went outside there would have to be state-approved plans and that would add to the cost. Ms. Griggs asked if the Commissioners would like time to think about the request before making their decision. Commissioner Graf said that he didn't know if he could justify the cost of doing the outside project. Commissioner Genter said that first of all they needed to get the blessing of the Clinton Township Trustees. Ms. Griggs agreed and said that once that was taken care of they would come back. | |

Anita Smith was also present for the discussion. Ms. Gilders reported more people should be employed in the near future with Lear not going through temp agencies to fill 150 positions. She added that she has also met with Parker Hannifin and although they do not hire often they do have a position open that they will be utilizing her department's services. Ms. Gilders reported receiving a new timeline for the REED ACT dollars. They have extended the marketing time from June to September. This will be reviewed shortly after everyone has had a chance to review the new timeline. Ms. Gilders is re-wording a request to Ron Weber about training session rooms for Fulton County. She said that area employers are not going to want to drive, for instance, to Bryan for this training. Ms. Gilders did a presentation on March16 to students regarding interview skills and processes. As part of this program a mock interview will take place for the students as part of their grade. Ms. Gilders said that we need to be very careful not to use the WIA dollars to teach youth in her endeavors. She said that she and Anita will be working together to coordinate services for the RFP. This has to be in place by the end of June. Able has sent a list of ways that costs could be reduced for the summer youth program. Ms. GIlders also reported a success story with one Wauseon student that Abel has been tutoring. He wanted to attend the Opportunity School and was denied. As a result he went to the principal and said that the school would pay for sports programs and a swimming pool but would not pay for him to attend the Opportunity School. He is now enrolled in the Opportunity School and has made up a half credit thus far. Appointments to the Workforce Policy Board are in order to be formally presented for approval of the Commissioners. | |

Shawn Ferguson was also present. He handed out the Fulton County 2004 Enterprise Zone Summary Active Projects Report. There are 47 active agreements at this time. New jobs as of 12/31/04 are 2103 with 1082 jobs being retained. New annual payroll is reported at $86,844,776.00 Total investment active agreements total $1,094,842,036.00 with real property taxes and donations paid being $10,081,313.00. Personal property taxes and donations paid were $23,237,125.00. Total taxes and donations are reported as paid in the amount of $33,318,438.00. Additions to the report were suggested to add more value and to make it a little more clear for the Commissioners to review. These would show what the tax incentive review committee suggests. Minutes could be presented but Mr. Ferguson stressed that the minutes really only reflect the motions that were made and not all of the discussions that took place. A final report will be prepared and Mr. Ferguson and Ms. Arend will be back before the Commissioners for acceptance. Mr. Ferguson presented a proposed enterprise zone application from J.B. Quick Quality Graphics in Archbold. The proposal is to purchase new machinery and equipment for their operations. In addition the company will also make improvements to their existing building. There would be 29 jobs retained in this venture. | |
