1. These EPA reports are on the county's 3 wastewater treatment plants. At Pleasant View they are requesting something to be done with the pond. Mr. Musallam said that the pond could be removed and will more than likely be eliminated - but it is a buffer zone so something else would have to be done as it does catch a lot of solids that make it through the plant. The EPA will be composing a compliance schedule. At the Airport plant the concern is the treated waste that goes into Bad Creek. It gets mixed with farm drainage and affects the sampling. The Pettisville system has a valve that is discharging but has since been fixed since the EPA was out there. 2. The correspondence is in response to a letter sent by Mr.Musallam. No response was given on the proposed route and concept, only credits. There has also been no response to Mr. Hall's letter. 3. Assumption Waterline Issue - a petition has been received from the Evergreen school system requesting the county to supply them with water. Mr. Musallam has a revised quote on this project and noted there is a large customer base. The cost is estimated at 3.8 million dollars. He also submitted a list of potential users, which numbered over 300. 81,000 gallons of water per day could be the usage per day with all potential users considered. The tower would be located in the vicinity of Evergreen school. The Ohio EPA has a revolving loan fund that would be utilized for this project. Commissioner Graf asked if AI was a critical need area. Mr. Musallam said all of the area over there is a critical need area but there have been no petitions from the AI area. Commissioner Graf asked about bringing water from Berkey since Mayor Ford is going to allow that. Mr. Musallam said that would not be cost effective. He told the Commissioners the issue now is how to pay for the project. Grants would be sought. Commissioner Genter said he thinks the project needs to be pursued and all funding possibilities considered. There would be tap restrictions to control growth. The worse case scenario with no grants etc would be $77 per month. Assessment versus debt retirement was considered. Commissioner Graf felt most people would prefer a monthly bill as compared to a larger tax bill twice a year. Mr. Musallam was instructed to keep the process moving. 4. Mr. Musallam recommended acceptance of the posposal of $58,880.00 from Jones and Henry. 5 companies were evaluated. Commissioner Barnaby made motion to approve Seconded by Commissioner Genter.
