Estimated budget was reviewed with two residents in attendance. Mr. Hall explained that this is a conservative estimated budget. Estimated revenue consistant, but the carry over is down for the next three years. If nothing changes, the carry over will be a deficit for 2008. Before the 20th of July amendments can be made to the budget while on review. Budget report reflects gross payroll. PERS changes are reflected in this budget review. The increase is from 13.55% to 14% for PERS. The Health Insurance will also affect the budget. The Health Department is also included in this report. Vond will double check the Dog Fund and the Final Budget will need to be adopted in 10 days after the period of review. A copy will be in the Auditor's Office for the Public Review. | 10:16:09 AM | Ziad Musallam Continued Discussion on Henry County Waterline Request and Present Letter of Recommendation from Clinton Township Trustees with Petition from Clinton Township Road AC Residents |
Address concern of the property owners along AC. Public Meeting was conducted by Clinton Twp. Trustees regarding the waterline along AC and the proposed waterline from Henry County. The cost of the waterline was discussed. Ziad presented a petition which was signed by residents. The entire project will be funded by Henry County. Henry County has proposed two routes. Ziad needs to report back to Henry County as to which route the Board would consider and what cost would be recovered by Henry County. Henry County's request March 2005, purchasing water from Fulton County. Proposed routes were suggested from Henry County with no mention of cost recovery. Henry County has requested an 8" line. Ziad feels that an 8" line would be sufficient for Fulton County's use. If Henry County needs additional water, a larger line would have to be considered. If Fulton County requires a 12" line Ziad feels that Fulton County would be responsible for the upsizing. Ziad has concerns of going with a 12" line if water usage is not demanding a 12" line - the water quality may be a concern. A water agreement has not been drawn up at this time. The Fulton County Commissioners suggest the line from AC - no cost recovery along AC or any route in Fulton County. The suggested rounte would be down railroad bed to AC, down 16 to the County line. Services will be provided to existing developments as the line is put in. Disclaimer to those along AC. The Fulton County Commissioners discussed the proposed acceptable route being AC - to 16 to County line with no cost recovery to Henry County. Master meter be installed at that point. Second option down railroad bed to County line. Discussed if an 8" would be sufficient. Ziad explained that it will be Henry County's call as to the size of the line (no less than an 8" line). The Board expressed to Ziad that the acceptable route would be down railroad bed to AC, AC to 16, 16 to County line, with no cost recovery to Henry County. The alternate route being down railroad bed to County line with Master meter at that point. Resolution 2005-412 . Jack Graf moved the motion, Dean Genter seconded the motion, motion carried . Ziad explained that they will develop a use restriction agreement for the line. Vond Hall prepared the resolution for signatures. | |

| 10:46:22 AM | Jared McClarren and Chuck Riegsecker Discuss Property Concerns | Jack asked if one of the residents wanted to start regarding their concerns about the Turnpike. Jared asked what the Commissioner's opinion was regarding the Turnpike Plaza. Turnpike - 200 jobs, with additional sales tax. Official opinion - Jack said he would rather see it in Fulton County rather than in another County. Resident asked why another in Fulton County. Resident explained that she did not want the plaza across from her house. The existing facilities will be closed and one plaza put up. The resident explained that she doesn't have any say as a tax payer. Question - area that is being suggested is not a part of our area growth plan. Is there any way that the Commissioners can express the residents concern to the Turnpike Commission. Turnpike Commission has expressed that they will take the residents concerns to the Commission. Turnpike has expressed that the area in Fulton County is the most viable site. Jack explained that the Board of Commissioners knew that the Turnpike Commission was talking about the site, but the Turnpike Commission does not need the Commissioners to make the decision. Discussions on a Sewer Plant have nothing to do with a Plaza. The Sewer Plant discussions have been in discussion for two years. Delta is doing a study and will provide the information to the Commissioners. The group asked what the Commissioners can do to ask them to plan this plaza in a regional growth area. The Turnpike Commission's meeting will be in July 2005. The Turnpike Commission came to a Regional Planning meeting which was attended by concerned residents. The residents would like the Plaza in the regional growth area. Question was asked what the Commissioners are willing to do or what they can do about the plaza being put in the farm ground area. Open communication on issue was discussed with the Turnpike Commission. Any water and sewer put in an area, creates more possibility for growth and infrastructure. Do not know if the Commissioners can convince the Turnpike Commission to move it from the area that they are considering. There are three other sites that are being considered. The group asked the Commissioners to keep the communications open. There may be residents that are willing to sell their farm ground and the residents would prefer that. Residents have concern that the Turnpike Commission will not communicate with the land owners. Reminder that ODOT is not the Turnpike Commission. The Turnpike Commission is thier own seperate entity. Discussed the impact of drainage with the Turnpike going into the farm ground area. Concerned was discussed with what the Turnpike Commission would be willing to pay for the farm ground. Concerned about what impact this will have on the families who will be forced to sell as to keeping the farm ground in the family, taxes, etc. The land owner can not just replace their farm ground with farm ground in another area if that is what is offered to them. It was suggested that the Turnpike Commission take the proposal to the other sites in the area and see what would be the cheapest for the Turnpike Commission. Concerned about what will happen to the existing turnpike area in Swanton. The Commissioners expressed that they would initiate communications and voice concerns with the Turnpike Commission as to the selected site for the new plaza. Representitive Steve Behreur is on the Turnpike Commission and the residents have already voiced their opinion to him. He is a non-voting member. Residents suggested that the Board of Commissioners send a letter instead of an e-mail. The Administer will compile a letter for the Board to sign and send to the Turnpike Commission. | |
