9:02:28 AM Ziad Musallam - Present Draft Resolution to Establish Rates and Charges for Camp Palmer System
Mr. Musallam stated he is working on a resolution to establish rates and charges for operation and maintenance of the system. The village of Fayette will charge Fulton County and then the county will bill the users on a monthly basis adding the operation and maintenance cost. There will be meters at Serenity Haven and Camp Palmer. Billing cycles will have to be established as well as payment terms. Commissioner Graf suggested that Mr. Musallam speak with Camp Palmer so that they are aware of the potential billing cycle.

Commissioner Graf asked about the State Park tapping. Mr. Musallam said that their system is working but have said that they would tap only if it were at no cost to them.

Mr. Musallam said that Camp Palmer is in service at this time. A final resolution will be prepared for the Commissioners' approval on Thursday's agenda.

Doug Nafziger was present for this discussion with Ms. Yackee.

Before starting the discussion Commissioner Graf had a question on a purchase order that has been presented for their approval. Ms. Yackee said that she would check on it at the conclusion of their discussions to clarify the PO.

Ms. Yackee said that she wondered why the Commissioners had turned down the Trimble, Julian, & Grube contract. Commissioner Graf said that in reviewing the contract they felt that the Auditors Dept. ought to be able to do what they are doing with the new financial software. Ms. Yackee responded that once her department is trained in this work they should be able to do the job but until then they are going to need the assistance of Trimble, Julian, & Grube. Doug Nafziger added that the work Trimble, Julian, & Grube will be doing under this contract would be for the year 2004 and the majority of the information needed will be under the old system.

Commissioner Genter asked if there would be any work that the Auditor's Dept. could assist with in order to lessen the amount. He also asked if Trimble, Julian & Grube had already started their work. Ms. Yackee said yes, they have. Commissioner Genter said that is where he has a problem with it, the contract should have been entered into prior to their starting anything.

Commissioner Graf asked if at the end of 2005, shouldn't they be able to spit out their own financial statements. Mr. Nafziger and Ms. Yackee both agreed that it should work that way.

Mr. Hall also explained how the reports that Trimble, Julian & Grube prepare assist in the state audit.

Commissioner Graf said that he understands better now but that his concern was the short cash and if it is something that we can do in-house then it would save the county money.

Seconded by Commissioner Genter. Rescind Resolution 2005-88 to enter into contract. The motion carried 2 to 1 with Commissioner Barnaby abstaining due to his absence when the resolution was presented.

Discussion as well on the resolution from Thursday to lower appropriations: Ms. Yackee said that it is needed because they are over-appropriated. Commissioner Barnaby said not according to the Auditor's Certificate. Ms. Yackee said that the Budget Commission feels that the revenue will be less. She said that the difference could be attributed to carryover that was used in determining the appropriations. Commissioner Graf said that at some point the certificate will be raised as receipts come in. Ms. Yackee said that is a possibility. She added that all spending should be watched and not just in the General fund. Commissioner Genter said he feels it is too early in the game to lower appropriations.

10:00:41 AM First Hearing - Small Cities CDBG Formula Program
Commissioner Barnaby re-entered the meeting.

Commissioner Graf opened the hearing and turned the floor over to Jan Burkhard.

Jan Burkhard, Grants Coordinator, explained the purpose of the 1st hearing and talked about the programs available for FY05.

PROGRAM OBJECTIVES:

All projects must meet one of the three National Objectives

1. They have to benefit low to moderate income persons
2. Aid in the prevention or elimination of slum and blight
3. Meet community development needs that have particular uniqueness and urgency

CDBG funds can be used to improve the physical appearance of a downtown area, such as curbs, sidewalks facades, provide down payment assistance, address community development needs in a distressed neighborhood, such as demolition, water and sewer, streets, used to retain an area business by purchase of machinery/equipment, new construction or infrastructure, provide a meals on wheels program for the elderly, provide handicap accessibility to a public facility, or improve a village water system that has been declared unsafe, by either constructing new infrastructure, pay for tap in fees.


ELIGIBLE ACTIVITIES

Attached is a complete list of all the CDBG Programs. These descriptions summarize the ones that have been most utilized in the past. SINCE 2005 GUIDELINES, WHICH ARE EXPECTED TO CLOSELY RESEMBLE LAST YEAR'S PROGRAM, WILL NOT BE FINALIZED UNTIL MARCH THE INFORMATION WE ARE PRESENTING TODAY WILL BE BASED ON THE 2004 PROGRAM.

Community Housing Improvement Program (CHIP)

The CHIP Program provides funding for a flexible, county wide approach to the improvement and provision of affordable housing for low to moderate income persons. The grant limit is $500,000.00, however we may apply for up to an additional $50,000 for the expansion of rental rehabilitation and up to another $50,000 for new home construction or rehabilitation in conjunction with Habitat for Humanity. The 2004 CHIP Program is now underway in Fulton County and has been funded with $579,000 for activities in 2005/2006.






Emergency Shelter Grant Program

Funding for this program is provided to eligible non-profit organizations and non-entitlement counties and cities to renovate, rehabilitate, maintain, operate and staff emergency shelter facilities for the homeless and to provide essential services to the homeless. The maximum grant amount is $132,000 and applications must be submitted by April 7, 2005. This grant does have a matching requirement of 1:2.


Water & Sewer Program

This program can be utilized to create a safe and sanitary living environment through the provision of safe and reliable drinking water and proper disposal of sanitary waste. Awards for this program cannot exceed $600,000. There is a maximum award for public infrastructure of $500,000 and $100,000 for on-site improvements. This program can only be used where the water and/or sewer service is provided to primarily residential users. Applications can be submitted by counties, cities and villages at any time beginning June 14, 2005.


Comprehensive Downtown Revitalization Competitive Program

Tier One :
Downtown Revitalization Planning provides funds to eligible communities to assist with the development of downtown revitalization planning documents.

Tier Two :
Downtown Building and Streetscape Revitalization provides funds to eligible communities to help eliminate blighted conditions, improve infrastructure and stimulate economic development in central business districts.

These are competitive grants and applications are due September 15, 2005.


Imminent Threat Set-Aside Fund

The purpose of this fund is to help alleviate threats to public health and safety that would require an immediate resolution. It is not designed to merely upgrade a specific condition but to mitigate an emergency situation. This grant can be applied for at any time beginning June 14, 2005.






Economic Development Program

The goal of the Economic Development Program is to create and retain permanent, private-sector jobs, principally for low and moderate income persons. This is accomplished through the expansion or retention of businesses. Funds are available as a direct loan - $500,000. maximum or $400,000 max for off-site infrastructure projects. This grant can be applied for at any time beginning June 14, 2005.


Micro enterprise Business Development Program

This program provides grants to local cities and counties and non-profit organizations to assist in the development of local micro enterprise businesses and to create and maintain long-term jobs in the private sector. Micro enterprises are defined as for-profit entities with five or fewer employees, one of whom owns the business.

These are competitive grants and applications are due September 15, 2005.


Discretionary Grant Program

The goal of this program is to provide funds for a worthwhile "target of opportunity" community development, housing, emergency shelter and special projects and activities that do not fit within the structure of existing programs and to provide supplemental resources to resolve immediate and unforeseen needs.

This is an open cycle grant and may be applied for anytime after June 14, 2005.


New Horizons Fair Housing Assistance Program

This Fair Housing Program provides funds to local government to further fair housing activities in addition to activities taken as a requirement of the submission of the Formula Allocation Program or CHIP program.

This is an open cycle grant and may be applied for anytime after June 14, 2005.

Community Distress Program

This program is designed to target the investment of public and private resources to improve the quality of life in distressed areas which will carry out a comprehensive strategy of revitalization. Awards cannot exceed $300,000 and the deadline for applying is February 6, 2005.



Formula Program


The Formula Program provides funding for housing rehabilitation, economic development and public works improvements. Funding is based on the project area's low-and-moderate income population. The FY05 allocation is yet to be determined. This application must be submitted to the County by April 8 and the County must in turn submit their application to the state in July. Along with the application the County will have to submit a Community Assessment Strategy that will identify the type and degree of needs that we have within our low-and-moderate income or distressed areas. All funded activities must be completed by December 31, 2006.


COMMUNITY ASSESSMENT STRATEGY

Fulton County has a Community Assessment Strategy (CAS) on file, which reflects a consensus of the areas that meet one or more of the National Objectives and the issues that eligible activities can address. The public is encouraged to comment on the Fulton County assessment process.

DATE OF 2 ND PUBLIC HEARING-FY05 Formula Program

The date of the 2 nd Public Hearing for the Formula Program is tentatively scheduled for May 26. All applicants will be notified by mail and a notice will be placed in the Expositor for this hearing.



April 8th is the deadline for applications and the 2nd hearing is scheduled for May 26, 2005.
