Lisa Arend, Assistant Economic Development Director was present as well this morning.

Mr. Ferguson presented a letter to OHCP requesting an extension.

Resolution 2005- 845 Adopt and Authorize Board President to Execute Administrative Agreement Revolving Loan Fund Administrion Agreement - Commissioner Barnaby made motion to approve

Mr. Ferguson then presented the Fulton County Economic Development Action Plan for 2006. Discussed: Administration - Website Development, Sites and Buildings Database, Incentive Programs/Annual Review, and Monthly Updates to Board of Commissioners. Goals & Objectives - Retention and Expansion Calls Program, Business Attraction Program, Small Business Development Program, Development of Technology Sector, and Infrastructure Development. Fulton County CIC - Membership Drive, Board of Trustees, Other (Airport Property Project, Marketing, RLF Infrastructure Program, Funding for Youth Program), and Meeting Dates for Board of Trustees.

9:58:31 AM Steve Brown, Regional Planning Director - Agriculture Security Areas Information
Mr. Brown stated they also will have an application from York Township for an ariculture security area. It is a 10-year program and Mr. Brown explained the county's responsibilities. There will be a hearing required and it has been suggested that the township trustees meet with the Commissioners since both have to approve the applications. Mr. Brown said there is tax abatement involved but it would be a separate process. He commented that they are using the protocols of CCAO. Fees could be charged by the county to offset costs such as advertising and mailings.

Commissioner Graf asked what advantage it would be if the lands would already be in the farmland preservation program. Mr. Brown said that it would be a commitment and would probably mean extra points. The Commissioners would have 60 days to complete the process and act on an application.

Exemptions were discussed and Commissioner Graf commented that applications would have to be reviewed very carefully. Commissioner Genter added that educational information would have to be a part of this.
