9:02:34 AM Jan Burkhard - Discuss Airport Issues
Mr. Burkhard reported that he had let ODOT Aviation on Thursdays of the Commissioners' decision to not take the monies. He later received a call urging that they reconsider and take the $63,000.

Mr. Burkhard said that he placed a call to Whitworth Borta to see if they had done any engineering and they had not.

Commissioner Graf asked if they had changed any parameters for the money, Mr. Burkhard said no, it would still have to be used for taxiway rehab. He added that they said our project is the closest to being ready to go.

Commissioner Barnaby moved to accept the money as presented.

Commissioner Genter said the application could be completed and sent in. Mr. Hall said too that he would hate not to at least fill out the application. He added that it would probably be a project that would have to be completed by a certain date. Commissioner Graf said that he was hoping they would come back and say to used the monies for land acquisition.

It was decided to have Mr. Burkhard complete paperwork before doing a resolution. Commissioner Barnaby withdrew his motion.

Resolutions:

Resolution 2005-229 Transfer Funds for Postage Expenses
An interesting issue discussed in the meeting was the elimination of the personal property taxes and how that would impact the levies.

Seconded by Commissioner Genter. Steve Brown was present for the discussion. He said that this would give them a full 7-member board and said her qualifications would be appreciated.

Motion carried unanimously.
9:17:12 AM Resolution 2005-233 Enter into Agreement with ODOT for Project Right of Way - Railroad Grade Separation - Village of Swanton
Frank Onweller was present for this discussion. He said it is not costing anything and that this land acquisition will be taken care of by ODOT for the project.

9:30:06 AM Public Hearing - FY 2004 Formula











Resolution 2005-235 to approve amending the prior resolution allocating $10,000 to Serenity Haven and instead awarding to the Village of Metamora
Commissioner Graf opened the hearing. Mr. Burkhard explained the necessity for this amendment hearing. Serenity Haven declined their previously approved application of $10,000. When bids were taken on the project they came in under the estimated cost so the $10,000 allocation is no longer needed. Mr. Burkhard said his recommendation would be to award the monies to the Village of Metamora.

Commissioner Graf asked for any additional comments before closing the hearing. There were none. Commissioner Graf closed the hearing at 9:33 a.m.

9:37:59 AM Melanie Gilders, Workforce Development Director - Department Update
Anita Smith was also present for the department update.

Ms. Gilders reported they have been very busy. They have finished with the PESCO training and are on the right path with that.

They have also had a request from Archbold schools requesting the PESCO test be given to their 8th graders. She felt that since it was so close to the end of the year they will probably be looking at doing this in the fall. Ms. Gilders said that she feels comfortable administering these tests.

Ms. Gilders said they met with Don Krieger last week and talked about the summer youth program and what his involvement would be. She said there is adequate space out at the transfer station. June 27 through the week of July 18 is the time slot they are looking at. There were 16 students that were recommended for the program and they will be looking at how many of those were seniors and hopefully they will have 10 students in the program. Training is being put together now. A luncheon is being planned for the end of the program and inviting the Workforce Policy Board. She anticipates a lot of excitement in what the youth will have accomplished and would like the board to share in that.

Ms. Gilders informed the Commissioners of her intent to refer a client with extensive medical experience but no certification to the Workforce Policy Board for approval of using Dislocated Worker funds for monies to get his LPN degree. The money has to be spent by the end of June or it has to be sent back. Ms. Gilders said it would involve spending $13,000. She thinks that this would work with their policy.

Ms. Gilders reported attending the last Area 7 meeting with Commissioner Graf to received their certification. She also plans on going to the State Workforce Policy Board on May 9 to receive the plaque.

A large number of applications have been received by the department for Lear. Skye Cinema has also been using the facility for accepting applications and conducting interviews. Plastech has also utilized the departments services.

Commissioner Barnaby questioned the unemployment numbers released in the last state unemployment report. Ms. Gilders stressed that a lot of Fulton Countians drive out of the county for work and there have been several plant closings that would affect those numbers in that way.
